NOTICE OF RACE

1 ORGANISING AUTHORITY
1.1 The Organising Authority will be Britannia Corporate Events (BCE).
1.2 Regatta Headquarters will be the Britannia Corporate Events offices, Port Hamble Marina.

2 RULES
The Regatta will be governed by:
2.1 The Rules as defined in the Racing Rules of Sailing 2009-2012 (RRS)
2.2 Any other class rules where appropriate
2.3 In the case of conflict the Sailing Instructions shall prevail.
3 NAVIGATION RESTRICTIONS, SAFETY REGULATIONS AND COMMUNICATION
3.1 The "Moving Prohibited Zone" referred to by Associated British Ports Notice shall rank as an obstruction to boats racing.
3.2 The Southampton and Portsmouth harbour bye-laws where applicable.
3.3 No anchor shall be carried on deck forward of the bows.
3.4 All boats will carry a marine band VHF receiver capable of receiving channels 16, 28, M1 (37A) and normal international channels.
4 CLASS FLAGS
The following Class Flags shall be displayed:
4.1 Class flags as per the class list in Para. 7.2 Below, while racing.
4.2 All competitors are respectfully requested by the Race Committee not to wear ensigns while racing.
5 ELIGIBILITY
The following boats are eligible:
5.1 Any boat with a valid IRC Certificate and TCC between 0.800 and 1.285 and of less than 17 metres LOA.
5.2 Yachts chartered by BCE in compliance with Department of Trade Code of Practice for Charter boats Category 2 and such other current regulations stipulated by BCE Ltd.
5.3 Yachts complying with ISAF Offshore Regulation Category 5 Monohulls with prior consent of the Organising Authority
5.4 No yachts shall be eligible to race in a handicap class without the prior written consent of the Organising Authority whose decision shall be final.
6 ADVERTISING
The event is deignated Category C under ISAF Regulation 20 - Advertising Code. Visit the ISAF website www.sailing.org for more details.
7 CLASSES
7.1 Boats will be divided on handicap at the discretion of the Organising Authority. TCC's for the Racing Classes will be 'with spinnaker'. TCC's for the Cruising Classes will be 'without spinnaker'.
7.2 It is the Organising Authority's intention, subject to entries received, to race the following Classes:
Class 1 - Spinnaker Class, Beneteau 40.7’s under level rated basis (class flag – Num 1)
Class 2 - Spinnaker Class (class flag – Num 2)
Class 3 - H-Racing – Non-spinnaker Class (class flag – Num 3)
7.3 For the 40.7 division only, the number of sails to be used and carried aboard shall be limited to, 1 X Mainsail, 1 X Tri-Sail 1 X Medium/Heavy No.1, 1 X No.2, 1 X No.3, 1 X No. 4 / Storm Jib, and 3 X Spinnakers of no less than 0.75oz cloth weight. (masthead spinnakers and asymmetric spinnakers are not allowed and should not be carried aboard)
7.4 The Organising Authority may:
a. Combine the start of one class with another.
b. Subdivide any class.
c. Allocate boats to an appropriate class.
d. At the discretion of the organising authority, separate results in a class for one-design entries, may be implemented with additional prizes available.
7.5 No boat may change classes after starting her first race.
8 RATING CHANGES
8.1 Ratings for UK IRC rated boats will be taken from the latest listing provided by the UK RORC Rating Office on 01st May 2010. No alteration in a yacht's TCC will be permitted after this date, except as a result of a rating protest, or to correct Rating Office errors.
9 CREW RESTRICTIONS
9.1 The race committee defers to the BCE in all matters relating to the Legal Industry aspects of crew restrictions particularly as described in paragraphs 9.2, 9.3, 9.4 and 9.5 below.
9.2 Each entrant shall supply to BCE, by 08:30 on Friday 7 May 2010 in which he/she competes, with a full crew list including the name of the skipper (where applicable) and/or helm.
9.3 This shall be on an official form provided for the purpose (a copy of which will be sent to the lead name of your company).
9.4 Each yacht shall be permitted a maximum of 2-professional or non-professional crew, who are outside of the legal industry and who are approved by BCE.
9.5 Except as permitted above, all crew members shall be bona-fide employees within the legal industry or their spouses or shall be retired employees who used to work full-time within the industry.
9.6 BCE shall be the sole deciding body as to what constitutes an eligible crew member.
10 COURSES
10.1 It is intended that courses will start from a committee boat at a location provided in the skippers briefing. They will be located in the Solent area and approaches. Admiralty chart folio SC 5600 is recommended.
11 SCHEDULE OF RACING

11.2 The race committee reserves the right to change the order of starting between the classes for races, to reduce waiting times for competitors.
12 ENTRIES
12.1 Entries shall be via the entry form and must be submitted to the BCE office by 1700 on the 01 May 2010 at the latest. All boats in the handicap classes must hold a valid (2010) IRC certificate by this time.
12.2 The Organising Authority may impose a limitation on the total number of boats depending on entries received.
12.3 In the event of any race (or races) being abandoned, entry fees will not be refunded.
13 OFFICIAL PROGRAMME AND SAILING INSTRUCTIONS
13.1 The programme of events and regatta information is available on the official regatta website www.manchescup.com. A Programme and Sailing Instructions booklet will be mailed to all entrants and posted on the website at the same time.
14 REGISTRATION
14.1 Registration will take place at Regatta Headquarters, which will be open for this purpose from 0800 to 2100 on Friday 14 May 2010 and 0800 to 0900 on Saturday 15 May 2010 All entrants must register. Sailing Instructions will be available at registration.
15 SCORING SYSTEM
15.1 The Low Points Scoring System.
16 PRIZES
16.1 Trophies and prizes will be awarded in accordance with the prize list as detailed in the regatta program.
17 INSURANCE
17.1 Each yacht shall be covered by a Third Party Liability Indemnity to at least the amount recommended by the RYA (currently £2 million) and declare that such cover will be maintained in full force throughout the event.
18 DISCLAIMER
18.1 The Organising Authority, and Race Organisers, shall not be liable for any loss, damage, death or personal injury howsoever caused to the Owner/Skipper or crew, as a result of their taking part in the race or races. Moreover, every Owner/Skipper warrants the suitability of his boat for the race or races.
18.2 The safety of a boat and her entire management including insurance shall be the sole responsibility of the Owner/Skipper or charter company who must ensure that the boat is fully found; thoroughly seaworthy, manned by a crew sufficient in number and experience who are physically fit to face bad weather. The Owner/Skipper must be satisfied as to the soundness of the hull, spars, rigging and all gear. He must ensure that all safety equipment is properly maintained, stowed and in date and that the crew know where it is kept and how it is to be used.
18.3 Neither the establishment of these conditions, not their use by the Organising Authority and the Race Organisers, in any way limits the absolute responsibility of the Owner/Skipper.
18.4 The crew are nonetheless advised to satisfy themselves as to the experience of the skipper and the adequacy of all safety equipment and insurance arrangements.
